Kauaʻi County Residential Cesspool Conversion Grant Program

Status: Closed. The application period ended September 27, 2024. The program is not currently accepting new applications. We will update this page if and when the County reopens it.

Act 204 (2026), Hawaiʻi Green Infrastructure Authority Revolving Loan Fund

Status: New law, in early setup. No applications yet. Act 204 (2026), signed into law on July 8, 2026, created a state cesspool conversion revolving loan fund administered by the Hawaiʻi Green Infrastructure Authority. The law describes low-interest and potentially forgivable loans with a preference for low and moderate income households. The program is in an early setup stage. The state first funded a role to write the rules, and there is no application, eligibility list, or available funding yet. We will update this page as HGIA publishes program rules and an application path.

State of Hawaiʻi Cesspool Conversion Income Tax Credit (Act 120 / HRS 235-16.5)

Status: Expired. The original tax credit is no longer active. Several bills have been introduced at the state level to revive or replace it, but none are law as of 2026. We monitor this closely. The 2050 statewide deadline under HRS 342D-72 is unchanged. Act 204 is a new funding program, not a change to that deadline.

Do not wait for a grant that may never come back. The 2050 statewide deadline is real, and Kauaʻi contractor capacity is limited.
