We track program status closely. Act 204 (2026) created a new state cesspool conversion revolving loan fund administered by the Hawaiʻi Green Infrastructure Authority. Rules are still being written and no applications are open yet. The past Kauaʻi County Residential Cesspool Conversion Grant Program closed September 27, 2024 and the State of Hawaiʻi cesspool conversion income tax credit has expired. Administers the new state cesspool conversion revolving loan fund created by Act 204 (2026). Program rules are still being written. Check directly for updates.
